Municipalities have, for some time now, experienced a reduction in revenue collection, which has only been further exacerbated by the economic decline and Covid pandemic. This presentation aims to illustrate how strategic reporting and dashboards can create an awareness of the situation, and in so doing, assist with improving the collection rate.

Meet our Speaker: Dr. Silma Koekemoer 

Silma Koekemoer holds a PhD-degree (IT) from the Nelson Mandela University and an MBA from the Potchefstroom Business School. She has authored and published several peer-reviewed journal and international conference papers, as well as a book on smart cities, Smarter cities for a bright sustainable future: A global perspective, which was published by the Public Technology Institute and ITEMS International, Washington DC. 

Silma is a management consultant and part-time lecturer at Milpark Education, where she has authored several post graduate courses, and has successfully supervised more than twenty master’s degree students. She is a Chartered Government Finance Officer, and a member of CIGFARO and SAAPAM.

She has more than 17 years of municipal experience, was the national project manager for mSCOA implementation, and has been involved in structuring and managing municipal insurance portfolios, infrastructure asset turn-around projects, financial IT system implementations, and revenue improvement initiatives. She is currently conducting research into municipal supply chain management processes and procedures, with a view to developing minimum IT system specifications and draft SCM regulations.
