Roy, you may want to take a look at the IMDS initiative referred to elsewhere on this website of iLGM and maybe offer your insights for that process to the iLGM leadership.

It is a fact that we have a number of qualified, well-educated people in the Public Service today, yet many would point out that the very word 'Public Service' has become an oxymoron because of the inertia of many government organs which have become bloated and inefficient.
The time for debate and recrimination is over - local and provincial government must deliver. Systems fail because people often do not have the soft skills necessary to activate the hard skills they possess and expectations have been lowered by decades of mediocrity. Only by changing mindsets and by providing real motivational tools will we empower our public servants to deliver.
There are no silver bullets but I believe that we have a methodology which can transform the face of the public service because it is principle-based, intuitive, motivational and practical.
